CIPA (Children’s Internet Protection Act ) is a federal law enacted by Congress to address concerns around access to offensive content on the Internet on school and library computers.

The History of CIPA

It was almost twenty years ago when The Child Internet Protection Act (CIPA) came to fruition.  The necessity for CIPA became apparent during the 1990’s as the availability and integration of the Internet grew rapidly.  As Internet was not available to all citizens at that time due to location or cost, libraries served as a logical provider of Internet access to the community.  It did not take long however for the concept of unintended consequences to emerge.  While the Internet provided a near unlimited store of valuable information, it also contained an expansive aggregate of pornography as well.

The Pros and Cons of the Children’s Internet Protection Act

The Children’s Internet Security Act has been in existence for roughly fourteen years now, but the dispute over web filtering in libraries and schools is still bantered back and forth between advocates on both sides of the debate.  Giving all children access to the Internet computing was a rallying cry throughout the 1990s.  President Clinton and Vice President Al Gore were strong supporters of getting schools wired to the Internet.  They and others had a vision of a new world of mouse clicking and web surfing that would put unlimited informational resources in the hands of all children.  Technology was to be the great equalizer, providing equal access to global information for everyone regardless of his or her social class and economic upbringings.

What is E-Rate Funding
